Louisiana Board of Education Building

A curious creation that hides its best element behind its worst. To observers on the ground, this appears to be another bland government low-rise building. But perched on top is a nice little skyscraper. "Perched" is the operative word here because the base is inset, making it appear to just about hover over the building below. The style is distinctly 1970's: lots of concrete. But the vertical windows help enhance its sense of height, giving it a bit of distinction. Very modern for its time.
